With over threee decades spent living in Guyana, mainly as a business owner, in 2020 it became painfully obvious that it was difficult to near impossible to research the laws of Guyana from afar. Without access to the many tomes of legal knowledge or other paper sources, legal practioners, businesses, investors, civil servants or just curious citizens simply had to rely on the opinion or experience of someone in the field, who may not have been readily available. The burgeoning, now rapidly expanding oil and gas industry also brought an avalanche of investors, keen to be a part of the dynamic, developing nation that is Guyana.
But, how would potential investors worldwide, who had never visited nor have any local contacts upon whom they could rely on, how would they be provided some legal or regulatory guidance; it would be arduous to get this information and then initiate and complete the process of company formation and establish the necessary infrastructure for engaging in commerce in Guyana. In observing this, we realized that combined with the newly emerging AI technology, a very real opportunity existed to link that to a newly created database that housed our laws; as in this manner they would now be accessible to all. Unfortunately, unless one was actually practicing law, it was quite difficult to wade through the pages of archaic, PDF formatted laws, gazettes, etc. to get a cogent understanding. OCR technology only served us minimally in this situation.
The first task was to convert the existing publicly available 'laws of Guyana' into a machine-readable format, and house them in our database that would then in turn serve as the source for our AI augmented search engine. This was painstakingly started, and to date, about 60-70% of the laws are linked to our proprietary, most up-to-date version of the ChatGPT AI search engine. From thereon, it was easy to see how this created an opportunity for the average person to look up basic questions and be given an understandable answer with the source law provided to confirm accuracy.
Legal practitioners, their clerks and other in-house counsel would be able to have at their fingertips the labyrinthine groups of laws that they would ordinarily spend hours researching. While we have only recently added the Gazette, the plan is to input Case Law from the Law Review, Parliamentary Acts that have been passed and agreed to by the President and now become the law. Additionally, we are looking at training the AI to determine precedent and to review the decisions of the Privy Council and the more recent Caribbean Court of Justice, as these also form pockets of information where the law may be derived. Other sources exist but we are still working on the data that we have at hand from the Ministry of Legal Affairs.
Legaleasygy is still only in the initial stages, but we are pleased to note that it has exceeded our expectations and demonstrated proof of concept: namely that we can wrestle the unwieldy laws of a post-colonial bureacuracy into some semblance of digitalized order and enable the country's citizens to read and understand what exactly the laws that govern them are, this democratization of the law is an equalizer that is necessary in any modern state. We anticipate this project escalating further, as the AI is constantly evolving and learning about Guyana's laws. It is by no means finished, we have really only just begun.
It is our hope that of all the various groups that would find this useful, the people that benefit the most are the average citizens and civil servants who now have to hand, in any given smartphone, access to understanding their rights enshrined enshrined in laws by which they are governed.
